OCEF助学金项目部2015秋资助学生审批近日结束,共303名小学生(每年100美元)、358名初中生(每年150美元)和588名高中学生(每年350美元)获得批准。目前仍有78名小学生、183名初中生和388名高中生可做1对1捐助对象。如果您希望参与1对1捐助活动,请登陆OCEF 募捐网页 [https://www.ocef.org/pub/],捐款之后进入资助系统选择学生。时值佳节,您可以选择以亲友名义捐助贫困学童,在送出爱心和希望的同时,也赠给您的亲友一份意义非凡的礼物!

学生甄选过程:公开透明

很多捐款人好奇这些被资助的学生是如何被甄选出来的。首先要了解的是,基金会提供的资助金是贫困学生的助学金而非奖学金,优先资助特困学生。推荐的首要条件是家庭贫困程度;学习成绩仅作参考,不作为审核条件。甄选过程包括以下步骤:

1.班主任/校方代表推荐被资助学生

2.协调员家访核实

3.班主任指导学生填申请表

4.协调员将资料寄至基金会国内邮箱

5.义工录入申请材料,进行审核

受助学生审核过程:层层核实

基金会审批时会核查以下各方面情况:申请表是否明显由别人代为填写(仅小学一、二年级可代填);资料是否矛盾或有伪造嫌疑;班主任、校方和协调员是否均有填写意见并加盖公章;学生是否被家访过、是否有家访照片;学生是否愿意将其签收资助款的表格公布于网上;有无提交成绩单等。

在我们义工审核环节中,首先很多短期义工帮助我们完成上一期资助反馈材料和当期申请材料的上传、录入和初审。其后,助学金部义工分工进行复审,最后由主管和专职人员进行终审。通过这样的一层层审核,我们努力保证捐款人的每一分钱都被用来资助乡村教育。

OCEF Department of Financial Aid Program has completed the student eligibility review for fall 2015, and has approved a total of 303 elementary school students ($100 per year), 358 junior high school students ($150 per year) and 588 senior high school students ($350 per year) for the coming year. At this time, 78 elementary school students, 183 junior high school students and 388 senior high school students are still available for 1-to-1 sponsorship from our donors. If you would like to participate, please log into the OCEF fund-raising system [https://www.ocef.org/pub/] and, after making your donation, access the 1-to-1 program to select a student to sponsor. At this most wonderful time of the year, why not sign up for a sponsorship in the name of a friend or relative, and give them a particularly meaningful holiday present while at the same sending the gift of love and hope to an underprivileged rural student?

Candidate Selection: Open and Transparent

Many donors have expressed their interest in understanding how the eligible students were identified. First of all, we would like to clarify that this program provides funds to the students as need-based assistance rather than merit-based scholarships. The primary consideration for eligibility is the financial conditions of the student's family. Academic performance is used as a reference, but does not figure into eligibility determination. The selection process consists of the following steps:

1. Head teacher/school representative recommends potential recipient

2. OCEF coordinators conducts home visit for verification

3. Head teacher helps student file application

4. Coordinator sends material to OCEF mailbox

5. Volunteers key in application material and review

Eligibility Verification: Multiple Reviews

OCEF focuses on the following during the final review: whether there is evidence that someone else rather than the student filled out the application (only first and second graders are allowed to have others fill out the application); whether there is inconsistency or suspected fraudulent information in the application; whether the application contains comments from the head teacher, the principal and the OCEF coordinator bearing official seals; whether a home visit occurred with pictures taken; whether the student agrees to have signed donation acceptance form published online; whether transcript are submitted; etc.

During the review process, short-term volunteers help complete feedback material from the previous school year and upload, fill in and conduct preliminary review of the applications for the current school year. Later, veteran volunteers of OCEF Department of Financial Aid Program conduct a second round of review before the department directors complete the final review and approval. Through these multiple review sessions, we strive to make sure that every penny from the donors is used for the purpose it is intended to.
